Since the genetically modified plant emerged in the United States at the end of 1980s, the development of transgenic technology advanced rapidly. Currently, Transgenic technology is creating great contribution to the dynamic industries and traditional fields of agriculture, medicine, chemical, environmental protection and so on. It has indicated a promising perspective for human beings to overcome the inaccessibility in dealing with foodstuff shortage, effective drugs and environmental regulation.Agriculture is one of the widest fields where the transgenic technology is applied. Compared with traditional breeding technology, transgenic technology conducts fast exploration and wide functional choices with new types of plants and R&D varieties, leading to a continual creation of kinds of plants with anti-insect pest, anti-virus, high nutrition and input-output ratio. Until recently, there is no consensus on the potential risks resulting from transgenic creatures, the safeguard of Genetically Modified Organism (GMO) thus become debatable in the world. It is also highly concerned by national governments and NGOs. In recent years, governments drew biological security laws and legislations respectively on the basis of their recognition on GMO's potential risks.This thesis introduces global GMO's planting, trade and its economic gains, and analyzes the reasons of GMO's trade disputes among counties. The study draws lessons from other major countries' trade policies and practice of GMO management, and international trade regulations and rules formulated by the exiting international framework. It brings forward the choice and measures for our county to develop GMO international trade.The thesis consists of four chapters: chapter one firstly presents briefly the developing situation on transgenic technology and GMO, and respectively illustrates GMO's planting, trade and its economic benefits. Chapter two analyzes the reasons of GMO's international trade disputes through three aspects such as GMO's safety problems, each nation's benefits from GMO's international trade and GMO's regulative rules. Chapter three introduces GMO's policies from some countries like the United States, EU, Japan as well as several developing counties, and some existing GMO's international trade regulations, fundamental principles which carried out GMO's international trade regulations under WTO framework and some rules as concerned by related parties should be secured. Chapter four puts forward our nation's GMO international trade strategy—ration, profit, abstentious, and our nation's GMO international trade developing measures.
