Entering into 21st century, and accompanying with the promotion of China reform in banking system deeply, especially after China joined WTO , the external environment of the China banking industry is varying roughly ,and the competition of the domestic banking industry is becoming fiercer. Therefore, AB city commercial bank is facing good opportunities and severe challenges.After 10 years' development, AB city commercial bank, which was a small high-risk organization, has grown into a joint-stock company that has played an important role to local economy. However, for the historical reason, it leads to the assets quality poor, the capital insufficient seriously, and the sufficient rate of the capital low. At the same time, the staffs competence cannot catch up with the need of development, the profitable assets are single, and the core business competition is not good, these above, which restrict the company to developing further. In such a case, AB city commercial bank need assess the variety of the external environment and the internal environment, which influence survival and development of the enterprise. After the right judgment and decision making to the company future, we should locate the development strategy, optimize the company resources and promote the company competition, according to these, and then we make the company development strategy.This paper makes the expansionary development strategy for the company, including general strategy, business strategy and functional strategy, after analyzing the macro-environment and the microenvironment, by the SWOT analysis. After analyzing the strategic objective, make the three separated steps, which are breakthrough strategy, speedup strategy, and leap strategy.
