The reform which intents to build up a new basic pension system, consisting of common account and individual account, is inevitable to face the transition-cost. In theory, the government should absorb this cost. But according to the measures taken by government, we may find that the government doesn't plan to do like that, which leads to the empty account. Due to the background and reasons of empty account, it's easy to conclude that the empty account is closely related with the transition-cost. So how to solve the transition-cost is a vital problem.On the basis of the former study outcomes , this dissertation analyzes this topic in detail and gets these conclusions: one, I propose the model of account-divided management is useful to solve the transition- cost; two, I propose the model of funds investment--the account owners-the funds commission-the funds management company; three, I propose the model of multi-grade and inter-control supervision.This dissertation has five chapters:The first chapter is summary of my dissertation, including why I choose this topic to analyze and what the other scholars have done.The second chapter discusses the model of account-divided management, including the meaning, argument, basic demand and significance of this model. The third part proposes and proves the model of funds investment--the account owners-the funds commission-the funds management company. The fourth chapter analyzes the supervision problem of individual account's funds and suggests adopting the multi-grade and inter-control supervision.The fifth chapter part is the finishing part, which gives some pieces of advice.
