the enterprise annuity is a kind of enterprise guarantee system for employees .as the development of the community , remove of economic composition and the old age crisis ,no sole income guarantee system for aged could solve the complicated problem properly. Social guarantee system has subjected to challenge. In this kind situation , the enterprise annuity has obtained the rapid development opportunity for its advantage . It is imperative to study the institute. Under such backdrop, the paper from the employee welfare, combining with the enterprise human resource management , analysis of how to construct enterprise annuity system stimulation mechanism. It cover five parts. The first part is the summary of the whole essay, it reveal the relevant study . the part prepares for the successive writing. The second part is the research of the relationship of enterprise annuity and employee welfare . the enterprise annuity can perform functions of stimulating staff , enhancing enterprise cohesive force. The third part discusses the how to achieve the consequence from the enterprise perspective . the part utilize the pattern of enterprise reward management, the first step is surveying enterprise annuity of the external market; the follow step is establishing estate system ,the system contains three kind of rank standard., including the technique rank criterion ,duties rank standard sum length of service rank criterion. the standardizations should play important role in the enterprise annuity. The forth part argue the government should prospect the operation of enterprise annuity. For instance, the country need to supply the proper taxation, enhancing the employee's enthusiasm to enterprise annuity , at the meanwhile, the government should enhance the capital market to prospect the partner's proper profit. The five part is the paper's conclusion it mainly expound establishing stimulating mechanism of annuity needs to handle good several relationships. Such as annuity benefit relationship between vital post employees and the ordinary employees; annuity benefit relationship between the young and old employees ; enterprise autonomy and government administration.
