The Beifang refinery is a modern petrochemical processing factory and arepresentative of large scale State-Owned Enterprises of China. In the face of seriouscompetition and the performance falling of refining industry at present, with a view totake the advantage of its modern and large State-Owned corporation, further improvingits internal management and its economic profit, this article makes research on theManufacture and Management Budget of Petrochemical process Industry:Analysis ofthe Manufacture and Management Budget case of Beifang Refinery.Firstly, this article makes a review of the status quo and problem of productionmanagement system of the Beifang refinery plant by means of data analysis. Then , itenumerates the manufacture and management budget status home and abroad in order toprove the importance of putting the manufacture and management budget into practice.According to analyze the processing flow, organization structure and impersonalcondition, this article tells the fundamental way of using manufacture and managementbudget .This article analyzes the rules establishment , argumentation , issueperformance, reasonable adjustment , supervision and examination of the budgetsystem of the Beifang Refinery in order to make the plant adapt the changing marketingenvironment , control operation risk, make full use of resource, establish examinationencourage system , then the plant could gain full profit , save all expense , and promptcompositive strength of Beifang Refinery.This article also presents the author's own viewpoint on the Manufacture andManagement Budget of the petrochemical processing industry.
