It is known that pension scheme in America has entered into a considerably developed stage. Correspondingly, the preferential tax treatment in pensions also has an advanced system and provides pension scheme with broad space for development. On one hand, after a series of adjustment for more than one hundred years, the tax benefit policy has formed a set of qualification as premise. It ensures that the qualified retirement plans are durative and appropriative. Meanwhile, the plans must reach the minimum standard of participation and certain proportion of employees of every salary level. On the other hand, the tax benefit policy is also concerned with the limitation of the excessive spread of qualified retirement plans and the loss of tax income.Contrary to the U.S.A, private pension plan has only about ten years' history. The tax benefit policy puts in practice only in several experimental provinces. Furthermore, the level of tax benefit is so low that the corporation can hardly be fascinated by the benefit. Without integrated qualification, tax benefit policy is obviously partial to senior management groups. The results indicate that experience in the U.S.A will help China improve pension plans and make the incentive policy more effective.
