Fairness And Efficiency

Fairness and efficiency are the value goals that the human society pursues. During the new period of comprehensive construction of a well-off society, it's an important subject ——how to realize and achieve dynamic equilibrium between efficiency and fairness——tobridge the gap between rich and poor and to solve the problem of unbalanced development in the present stage of our country . The first part expounds the intension of fairness and efficiency in detail, through scrutinizing the history of the two, proposing that the meaning of fairness should involve sociological significance as well as economic significance and that efficiency should be divided into micro-efficiency and macro-efficiency, with the former submitting to the latter. It also summarizes the main arguments about the relationship of fairness and efficiency and the main thought of Marxism on the question of fairness and efficiency, and their respective significance to the construction of socialist harmonious society. The second part mainly centers theories and practice of fairness and efficiency. It analyzes that our country takes the economical development simultaneously to neglect the social justice-- through reviewing the history of fairness and efficiency since the establishment of our country and with analysis of the difficult position of efficiency in practice and the erroneous zone--, and that has an adverse effect on the harmonious development of our country. Based on the current situation, in this part it put forwards that in China we have formed a notion of emphasis on efficiency through construction in the system of ownership, income distribution system, democracy and law, etc . However, they are questions existing in the aspect of fairness that have hindered harmonious development of our country. All of this becomes the realistic foundation for" equilibrium between efficiency and fairness" The third part, it discusses how to construct the new thoughts of the fairness and efficiency adapt to harmonious society. Under the instruction of the science development view, harmonious society's fair view should manifest in fair right, fair opportunity, fair distribution and conforming to the socialist morality. Harmonious society's efficiency view should mainly manifest in the advance in technology and the innovation, in the readjustment of the economic structure, the circulation economy and the scientific management. These viewpoints fully manifest that "humanist" and "the overall plan thought" are the characteristics of the new view in fairness and efficiency which calls for that the motive mechanism makes the harmonious society vigorous, the stabilizing mechanism makes the harmonious society stable. Therefore,it needs to provide the political safeguard for the new fair -efficiency view, through the political system reform;Perfect socialist market economic system;by morals and legal mechanism;perfect social enterprise transformation, etc., to maintain and realize the new fair - efficiency view.
