| With the restructuring of the civil economic systems, we gradually realize that the performance management on the principal takes an important part towards the healthy development of the big state - owned enterprises. However, most of the state - owned enterprises have ignored the problems on the control and restriction of the principal. The lack of the effective management and assessing mechanism leads to the standstill and the serious loss of state assets. The scientific and reasonable performance management system not only can supervise the principal but also is helpful to discover the hidden problems. In doing so, it can encourage the principal to work hard and improve the enterprises' performance in order to insure the maintenance and incensement in value of the states' assets and their consistent development. Furthermore, the performance management system is the hardcore of the controlling and the encouragement of the principal. In other words, the foundation of that mechanism is helpful towards the selection of the principal and helpful to the marketing course of the enterprise. So it is necessary to study on this topic from the theoretic view and fulfill the performance management system from the practice view.In this thesis, the author firstly learns the relevant theories on the performance management and thinks through the limitation of the recent assessing mechanism on the principal of the big state-owned enterprises. Secondly, the author analysis the model of the recent assessing mechanism such as the Balanced scorecard , key performance index(KPI) , Management By Objective (MBO) and the adaptive background of 360 Degree Feedback and choose the KPI model to construct the core performance index system in this thesis. To avoiding the disadvantages of the subjectivity-rights method, the author chooses the objective method that Principal Components Analysis as the appraisement method in this thesis to set up the performance assessment system. Then the author provides the performance management system based on the former system and concludes the inspiration of the new system of the state-owned the enterprises on the basis of the performance management system. Above all, the author hopes to direct the following research by this thesis. |
