| After China joined in WTO, any activity in economy must be taken in accordance with four fundamental principles of WTO, that is, "the discrimination principle" , "the Opening market principle", "the fair deal principle" and "the equilibrium principle of right and duty". For Chinese construction cost and tenders and bidding, the present systems and ways of construction price, valuation , tenders and bidding mode will suffer great impact. So we must reform in several aspects, for example, ideology, price mode and tenders and bidding mode and so on. Now there are problems in assessing bidding field at home, that is, in different areas the assessment method is not identical and standard; How to build effective tenders and bidding mathematics pattern scientifically and reasonably and turn every qualitative index into quantitative one to reduce the influence of subjective factors in maximum limit, so as to make the whole tenders and bidding course be scientific , democratic and reasonable. With regard to the lowest-price bid-winning method in three biding evaluation methods of construction tender in our country, this paper discusses the main problem, which is how to evaluate whether the price from tender corporation is lower than its cost.
