Study On The Measurement Of Environmental And Resource Values In Green System Of National Accounts

The Traditional System of National Accounts(SNA) can neither reflect the contribution of the natural resources in economy development nor reflect the reduction of the natural resources and environmental breakage that mankind' s economic activities result in. It can't effectively embodies the correlation between the economic development and the environmental and resource.Practice of the System of Integrated Environmental and Economic Accounting(SEEA), measuring and guiding the national economy with the index sign of EDP, not only can reflect the economy growth level, but also the diapason between the nature protection and the economy development, and the idea of sustainable development. In SEEA, an important research subject is the resources and environmental cost and measurement. Therefore, it is very necessary to study the value of the natural resources and probe into the linkage between environmental cost and SNA.Based on the information of home and abroad, according to the characteristics of each kind of natural resources and the current measurements of environmental and resource values, the paper present the methods, flow , conditions and principles which can used for the SEEA.By analyzing the traditional SNA and SEEA, the paper make sure estimating frame, which consists of quantitative tables and value tables, according to account forms of the SNA. By choosing the very appropriate method, the paper can get the values of environmental and resources. In the end, the GDP of given nation or region can be adjusted to EDP.As a case, some environmental and resource values of Chengdu city are evaluated by above estimating frame. Finally the EDP of the city would be gained.
