On The Function Of Auditing System-Preventing And Curing Corruption

Corruption is the abuse of public rights. In today's world no country could avoid the influence of corruption, no matter what kind of systems -- democratic or centralized power it is, there always be certain form of corruption. To prevent and cure corruption is an international subject, in which many scholars both from home and abroad are making intensive study. In our country, an'audit storm'was aroused by the working paper made by State's Audit Administration on behalf of the State Council submitted to NPC Standing Committee, which was paid extensive attention by all the society. Governors and scholars attach more and more importance to the function of audit in anti-corruption system.This thesis is to analyze the function of audit system--preventing and curing the corruption. There are mainly three parts: first, state the necessity of State's auditing organ in the process of anti-corruption and show the advantage of audit system theoretically. Second, analyze the current situation when auditing playing its role in preventing and curing the corruption, mainly from the aspect of the status quo of the national audit system and positive role in the anti-corruption, fully analyze the functions of current national audit system in preventing and curing the corruption. Meanwhile, explain all the factors of conditioning the execution of preventing corruption under the current system. Third, state the main methods of promoting its role of preventing and curing the corruption. Explore new methods of strengthening the national audit system in the work of anti-corruption under the system.This thesis used a lot of research findings in science of administrations and economies as references on the basis of theoretical research mentioned above. In expounding the views, many cases publicized by State's Audit Administration and in my practical works are quoted.
