After more than twenty years'implement of Opening Reform Policy, there is a"U"style tendency of regional economical inequality in China. In this paper, certain analysis on structural effectiveness and agglomerative effectiveness which are been done in order to find the reason for the increase of regional inequality. It is believed in this paper that industrial economy has important effects on this increase of inequality. The effects are on tow aspects: 1. structural effectiveness:The change in amount of industrial production, mainly about the relationship between second industry and economical development has influence on the economical development tendency. 2. agglomerative effectiveness:The effect on regional economical inequality because of industrial agglomeration.In order to show the effects of industry on regional inequality, the model of panel data is applied to analyze the relationship between industrialization and economy growth., which is helpful to estimate whether the tendency of growth is convergence and the structural effectiveness.The time series model is used to analyze the effect of industrial agglomeration on regional inequality, where Gini coefficient is taken as the index of industrial agglomeration.Through data analysis since Opening-reform, one conclusion can be drawn from the result of Gini Coefficient,Coefficient of Variation and Theil Coefficient that is from the beginning of Opening Reform to 1990, the regional inequality decreased till it reached the lowest point in 1990. After that but before 2000, the inequality increased though it fluctuated a little. Since 2000, the inequality is at a high level.From the effective analysis of industry on regional economical inequality , two conclusions can be drawn: 1. structural effectiveness is not the main reason for regional inequality;2. agglomerative effectiveness is the important factor for the increase in regional inequality.
