Trade of service is becoming more and more important in the area of international trade, international trade of service powerfully promoted the development of economy. GATS is the leading file and basic legal frame of WTO in this area, it strongly promotes the development of trade of service and accelerates the process of free trade of service.Tour industry is one of the biggest industries that expanding rapidly. It is a key industry of our country and plays a important role in exporting and promoting the trade of service. But China is still a straggler in this area compare with the area of trade of goods. On the one hand, with the acceleration of the process of free trade of service and general performing our promises that we gave when we joined WTO, increasingly travel enterprises come to China and form big impacts on our tour industry, on the other hand, the robbing of travel guests is aggravating. In a word, international competition is more complicated and drastic than ever and it is necessary to do some research work in this paper.After necessary introduction of the background and elements, the research starts with two perspectives, they are qualitative analysis and quantitative analysis of international competitive capability of our tour industry. Michael Porter's theories of industrial competition and the theory of durative development of tour industry form the basis of the research and Michael Porter's theories are most important. The demonstration is done based on the "diamond" theory of industrial competitive capability of Michael Porter. The author systemically analyzed the promoting factors and the resources of international competitive capability of tour industry in qualitative analysis part. Whether tour industry has international competitive capability or not depends on the combination and dynamic process of six important factors. A country's unique "diamond framework" defines its resource of international competitive capability of tour industry and whether it is persistent or not. A evaluation system has been built in the quantitative analysis part for the effective evaluation, along with the methods and the steps. The author gives the advices to raise the international competitive capability of tour industry andpointed out that we should not only develop the comparative advantage of natural resources, but also turn to the competitive advantage of high level.
