Since the 1980's, the position of the developing countries have risen gradually in the international trade, the developing countries'international competitive labor-intensive products have got into the developed countries'markets in great quantities, their labor unions and interest-related groups requested to practice the trade protection measures increasingly. In order to protect their local markets and ease the political pressure, the Euro-American countries blamed the developing countries'labor condition and labor environment aggregately.The labor standard and social responsibility standard was called the "Blue Item"; any product that match SA8000 is called the "Blue Merchandise"; any trade system that practice the SA8000 is called the "Blue Trade System"; Some nations take the enterprise social responsibility and labor protection as a trade protection measure, which is called the "Blue Barriers". The "Blue Barriers" are becoming a new barrier after the appearance of technique barriers gradually.
