The traditional extensive mode of production and operation as well as the income distribution mechanism adopted by China Water Northeast Investigation, Design and Research Co., Ltd (hereinafter called "NIDR") fall short of incentives to its staff members and have already become some kind of barricade on its road of development.This paper, with analysis on the market environment facing NIDR, puts forward that both the internal and external environment facing NIDR provides both advantage and opportunity to NIDR. NIDR should make full use of those advantages and seize up every opportunity so as to promote the rapid development of the enterprise. Whereas, many problems do exists in NIDR itself. Those problems within the enterprise are not of local ones but of mechanism. To solve those problems in a thorough way, NIDR should change its concept, transform its operation and production mechanism, and enable itself to be in consistency with the development of the market.Defects has been existing in NIDR's traditional mode of production and organization. For example, block division in its production framework results in great difficulty in communication between different departments, low enthusiasm of its employees and their slow responsiveness upon various instructions, low efficiency at work, ineffective command of production, as well as other problems affecting the normal operation of the enterprise. What's more, the equalitarianism as well as the egalitarian ideology of "everybody eating from the same big pot" that have been prevalent in its income distribution since its establishment have also become one factor that leads the enterprise to be obsessed with its present plight. As the traditional mode of production and organization have the above-mentioned problems and defects, the paper proposes in a bold way a restructuring scheme in which the mode of production and operation should be transformed into project manager responsibility system and matrix form of production and organization...
