| The problem of agriculture rural and farmer have always been attached great importance from the party and the state council ,the core of the problem is farmers'incomers, in recent years, The production and Construction corps has also faced market's revenue stagnant for the plight of worker of PCC(production and construction corps).Currently, on the condition of non-agricultural income accounting for farmers operating income ratio is still relatively small, the policy of land contract have very important affection for the operation income of the families of worker of PPC, therefore, the study of the effectiveness of current land policy and of how worker of PPC can achieve even greater development has important theoretical and practical significance.the research object of the article is the form of land contract of xinjiang PPC ,On the base of thetheory of ownership rights and the theory of incomplete contract and the request-proxy theory, first of all, the article has theoretically analyzed the form of land contract of xinjiang PPC and the history and reason of which the land contract form of xingjiang PPC produce and its shares between the contractor on the condition of the relationship of existing land contract .the article has also analyzed the reason of which the land contract of xinjiang has developed and the structure of land contract and the mechanism of stimulation and restraint, the article has explained the special attribution of xinjiang PPC and the attribution makes the contract into compulsory contract and"hidden"contract, brought forward that the development of contract has improve the effectiveness of production ,but it reduce the effectiveness of income assignment under the restraint of PPC system. . moreover, through comparing the income and production between the PPC and rural, examined the conclusion in the real diagnosis, last,the article has bring forward the policy proposal about the form of development of land contract in xinjiang PPC. |
