With the development of information and network technology, and theirapplications on military fields, the modern war features openness, non-linearity,complexity and uncertainty. As an important component of modern military activities,command and control organization (C2) is also featuring network and complexity. Theassociated change of its structure raises some new questions concerning the study aboutC2, which urges us to consider and resolve. In recent years, complex networks theoriesdevelop vigorously, which provide a brand-new perspective, energize the studies invarious fields, and make great achievements. The thesis studies on C2modeling andevaluation methods from the perspective of complex networks, since C2features bothcomplexity and network.The main objectives and significance of the present study are as follows:1) to present a complex networks-based C2modeling methodThe thesis analyzes the theoretic foundation and practical basis of complexnetworks theory applying on C2studies. Based on complex networks fitness model, thestudy combines fitness model with organizational network model as the foundation ofC2modeling, taking several parameters like distance in as fitness value, and putforward a new type of C2network preferential attachment mechanism. According to thereality of C2construction, the study establishes a C2generation model and anevolutionary model on the basis of interactive increase between new nodes and interiorboundary, together with the corresponding generation and evolution rules. Throughelaborating on their statistical properties and comparing them with practical features, themodel satisfies the describing desire of C2and its evolutionary2) to put forward a complex networks-based evaluation method of C2propertiyThe property of C2is up to the structure attributes. In view of the structureattributes of complex networks, the study transforms the average path length, clusteringcoefficient and average degree in complex networks into timeless index, robustnessmeasure and complexity index in organizational network respectively. It also establishesthe function relation among them. Moreover, it constructs a general evaluation propertyfunction based on the indices’ influence on the organization.3) to put forward an evaluation method of C2efficiencyEfficiency evaluation is to evaluate C2process. The present study differs explicitlyfrom other studies by putting forward a C2process, which consists of informationcollection process, decision process and implementation process in the model ofplanning tasks collectively and implementing tasks respectively, taking the parallel andcontinuous C2process in network centric warfare into consideration on the basis ofOODA loop. As information is in the basic position in C2process, the study put forward the concept of Information Value. Furthermore, the study also constructsinformation collection process efficiency, decision process efficiency andimplementation process efficiency, then gives the calculation method of evaluationefficiency based on their mutual relations and their influence on organization efficiency,and finally applies this method on the experiment analysis of C2flatization and synergy.
