Along with the advancement of China’s urbanization, a large number of high-risebuildings are rising straight from the ground, which need to be protected by the settlementobservation, therefore more and more settlement observation project are born. The traditionalsettlement observation project management has failed to keep pace with the development ofsettlement observation requirements, and it’s time to improve the informationization,automation and intellectualization of the settlement observation project management. Theexisting software about settlement observation data processing generally does not have itsown database, which leading the software cannot achieve the continuity of programs and datamanagement. As the settlement observation theory and technology and the development ofGIS technology, it is likely to realize modernization management of project and the data ofsettlement observation.Based on the Xi’an high-rise building subsidence observation projects of the Chang’anUniversity’s Surveying and Mapping Institute of New Technology, using GIS design andimplementation of the scientific method, this paper discussed the whole process of systemdevelopment and design research from technical design to measure implementation, and to thesettlement report automatically generated, which based on. NET platform. During settlementobservation data management system design and development process, there was achievedseveral results as follows:1) It has designed and developed the prototype system of Settlement observation datamanagement system, which named Chen Jiang Yi. The system has many functions like thatdata entry and editing tools, data query and analysis, database, data check, tolerance analysis,monitoring indicators analysis, conventional functions such as output, the user interfacecustomization, which can satisfy the high-rise building settlement observation datamanagement requirements.2) It used data dictionary serialization and deserialization, the dynamic creation of query,realizing the automatical generation of the input interface of database and the data acquisitionsubsystem. Successfully physical isolation is made for the application programme and thedatabase, improved the efficiency of software development, shorten the development cycle of software, and realize the reuse of data acquisition system.3) The realized the informatization, automation and intelligent management of thesettlement observation project; realized the whole process of supervision starting from submitthe contract and measurement plan, to measure the implementation of quality control, to thesettlement observation results output submitted.4) All the settlement observation data had been input into Chen Jiang Yi, so that we canuse it to manage the projects and data effectively.
