The system is devised the overall framework by taking advantage of geographic information system, embedded GIS system, LBS, mobile communication, positiming technology and so on. It’s introducing the different models of the mobile terminal design, functions and implementation detailed.The main researches of the dissertation are:(1) The system’s UI interface is drawing all by itself, let the software interface be pleasing to the eyes;(2) It is achieved map zoom, translation, map location and so on;(3)The GPS positioning is achieved track,information acquisition, navigation and position. After be collected of the trajectories, information points can be delete, renamed, and playbacked, it can be managed easily.(4) The SMS module can offer the function of team position exchanged;(5) Showing the locations of the multiple targets selectively on map, and achieving the system for multi-objective management.The last testing by using "MG758" GIS data acquisition terminal, it’s achieving a more perfectly monitoring and control platform of mobile terminal manages moving targets. It’s waiting for loading on the server.
