With complicated topography and climate conditions, frequent natural disasters make our country become one of the countries which are most affected by natural disasters. With the development of human society, the challenges we facing are constantly increasing. Not only natural disasters, but also a variety of drawbacks brought by technology and rapid economic development, such as safety issues, pollution, traffic accidents, terrorist attacks, mining accidents, vandalism and so on. They all have unexpected, unconventional, danger and other characteristics, and these make the events resolution and prevention become the difficult points of Emergency Management.Government is a symbol of national public administrative power, carrier and the actual behavior of the body. How to solve unexpected problems and prevent the occurrence of unexpected problems efficiently has become the problem in government departments daily work. With the continuous development and improve of emergency management theory and technology, people began to realize the establishment of an emergency management system is an effective way to deal with emergencies. Such as the establishment of efficient emergency management systems assisting decision makers have become the hot spot of emergency management. With support of Wanzhou district construction committee and Chongqing municipal planning bureau, application demonstration system of digital Wanzhou geo spatial framework construction emergency management was established. The system is based on Wanzhou district geographic information public platform, using the development platform of Flex, and regarding emergent events as its research object. It builds an emergency management demonstration system with functions of assist, analysis and command. And this article shows the details of this system of its technical route, key technologies, system functions and its implementation. This article is divided into seven segments:Chapter 1, we introduced the research background and research significance of application demonstration system of digital Wanzhou geo spatial framework construction emergency management, and introduced the existing emergency management systems and their functions and shortages. And then, we discussed the advantages, research contents and technical route of our system.Chapter 2, we introduced the key technology problems of this system, such as the problems of development platform and integration.Chapter 3, we introduced the general situation of the study area, and analyzed and evaluated the quality of geographic information data.Chapter 4, this article put forward the design idea of the system, database, data service layer and software system, and also the technical route, technology route of database design, technology route of software system development and development mechanism, etc..Chapter 5, we introduced the design of database of this system from three aspects, including the general structure of database, database table structure, project data attribute table structure, and introduced the main function of this system in detail.Chapter 6, we showed the reality of the system functions, and tested them with practical cases. The application results showed that this system can save cost and improve efficiency.Chapter 7, the article expounded the shortage of this emergency management system, and summarized the present situation. As an effective solution to incidents, emergency management system, no matter in the aspect of emergency management theory and system or technology, will be continuously improved and perfected in the future. According to the situation of emergency management system, the article also forecasted its development direction.
