Under the impacts of climate and human activities on Heihe basin, the basin’s water resource deterioration becomes more and more serious. In the past 30 years, the basin kept fast development on economy without considering the excessive usage of water resources. This leads many problems in middle and lower reaches, such as the decrease of river run-off, the dry up of lakes belonged to desert area, frequently cutoff of river flows, and the most directly and harmfully influence is the decline of ground water level. In addition, the continuing increase of population, unreasonable layout of water conservancy project, lack of unified management of water resources and extension of water being wasted, all these phenomena cause the need to change the existing water resources management mode at Heihe middle reach in order to keep the basin’s sustainable development. The basin’s economic development should give full considerations on the local constrains especially the lack of water resource. Thus to build a unified water resources manage system or platform is a very urgent task, which realizing the observation of groundwater status and water consumption, ensuring fair use of water, eventually helping hydrologist and agriculturist to make rational water resources consuming decisions.In the face of this challenge, this paper puts forward a Water Informationization Platform System of Heihe middle reach. The system includes a general concept of the GIS(Geographic Information System), for using GIS’ spatial analysis tools to perform space characteristics analyzing on water resources at middle reach of Heihe river. It’s based on HydroSever(Microsoft SQL Server 2008+ ArcGIS 10.0) system prototype, which is an internet application software to display the hydrological datasets on it. The proposed system uses JavaScript tools for ArcGIS to develop WebGIS, this method is very helpful for the water resources data visualization function. Furthermore, the system takes Customer/Server model. All the geographic data and spatial data were stored and handled at server-side. User submits data and request through web access, these request and response data from the server will be delivered by WaterOneFlow Web Server. Finally, the system will visualize the groundwater observation data (collected over many years) and perform the groundwater forecast based on these data. The goal of this proposed system is to make a contribution to Heihe basin’s groundwater management, development and utilization, reasonable construction of water conservancy project, and to provide reliable support on ecological restoration policy of Heihe middle reach.
