Wind is natural energy, which is a kind of cheap clean new inexhaustible energy. It belongs to the renewable energy. The work of wind resource assessment is significant. It is directly related to the project establishment and economic analysis. Wind resource assessment can reflect the distribution of wind energy resources, so that the blindness of selecting the wind farm site can be avoided. This article introduces the history and development of wind energy from the point of the practical significance of wind energy resources. The wind energy resource assessment of Sijianfang in Baicheng City of Jilin Province contributes to the micro location, providing the theoretical support of wind farms programming. In this paper, data from1982to2011of Zhenlai weather station is used, besides measuring wind data from January2008to December2008observed in an anemometer tower which is80meters high. Wind energy resource parameters calculated can basically represent the condition of wind energy resource of Sijianfang in Baicheng. The method of processing data is as follows. First, we can get real data by using the data of weather station to improve the wind data of the observation point. Then we use the long-term observation data of the meteorological station to revise the real data, in order to get typical data. At last, some expressions are used so that we know the annual average wind power density. Data revision used in this paper is based on the long-term observation data of the meteorological station near the observation point. Then the wind data of the observation point should be revised, so that we can get a set of typical data which can reflect the long-term average wind speed and direction of the observation point. The annual average wind speed of90m,80m,60m,40m and10m height are6.90m/s,6.72m/s,6.31m/s,5.41m/s and4.10m/s. and the annual average wind power density are339.5W/m2,314.5W/m2,259.7W/m2,180.8W/m2and94.2W/m2. According to the calculation criteria of Methodology of Wind Energy Resource Assessment for Wind Farm (GB/T18710-2002), wind power density of the measuring point reaches grade2, basically being available for development.
