China has always been a disaster-ridden country. Every year people suffer fromcountless geological hazards. Debris flows are a kind of one of the most commongeological hazards. A debris flow can outbreak all of a sudden, and it has very strongdestructive power. A debris flow will cause great casualties and property loss oncehappened in densely inhabited area.Risk assessment is an effective way to prevent from debris flows. It evaluatesevery geological feature, which is directly related to the disaster or has some potentialrelatedness with the flows. Risk assessment can provide wide information for thedecision-makers.In this article, the author have chosen Xingshengyongqianliang valley, which islocated in Inner Mongolia pumped-storage hydro plant, as the object of study.Geological features of26valleys have been gathered. The development backgroundand the dynamic geological characters have been investigated. The cause of formationand current situation of the debris flow has been summarized and analyzed.The method of combination weighting has been applied to generate a hazarddegree classification model, and10assessment factors, such as provenance per unitarea, contour roundness, the length ratio of sediment supplement, were used todetermine the weight factors. Risk zoning has been given in ARCGIS.Vulnerability assessment has been done by ARCGIS based on the factors ofpopulation and property according to Liu’s evaluation model.According to the formula given by the United Nations, which was improved byLiu, risk degree equals to the multiplication of hazard degree and vulnerability degree.By means of the grid calculator in ARCGIS, after the superposition of vulnerabilitypartition and risk zoning, a venture zoning has been created by the software.
