Research On The Support And Guarantee Mechanism Of Science And Technology For The New Rural Construction

Science and technology have economic, political, cultural functions, nowadays,scientific and technological progress and innovation has become a key factor inpromoting social development. Science and technology can support the new ruralconstruction; on the other hand, the contexts of the new rural construction includes fiveaspects：economy, politics, culture, society, ecology, it is necessary for new ruralconstruction to rely on the supporting of science and technology. Supporting role ofscience and technology in the new rural construction displays in three aspects: first, thescience and technology can help achieve the goal of "well-off life", which is animportant one of goals of the new rural construction; second, science and technologycan promote the development of modern agriculture, which is an important task of newrural construction; third, science and technology can helps promote the scientific andtechnological qualities of the farmers, which are the subject of new rural construction.Since the reform and opening, science and technology in the rural areas in Chinahave made great progress, however, through the investigation of G village, we can findthat, there still exist some problems in the development of science and technology inrural areas, the situation of development of science and technology in rural areas doesnot meet the requirements of new rural construction, and it is not enough for scienceand technology to support to the new rural construction. In order to promote the newrural construction, we must accelerate the development of rural science and technology.It is the most important to improve and perfect technology security mechanism of newrural construction. First, we should improve and perfect the funding mechanism ofrural technology development; second, we should consummate the training mechanismof farmers; third, we should improve the agricultural technology extension system andoperation mechanism; fourth, we should build up the mechanism of integration ofurban and rural technology development.
