Creation the universal impending prediction business platform that apply to the states in Sichuan province meteorological bureau is the goal of city weather forecasting service staffs. With the numerical forecast products, radar, satellite images and other data growing, It laid the foundation for establish an effective business processes of impending weather forecast. Pez an impending forecast service platform of state level city in Sichuan Province is imperative.The main work of this paper is to demand the platform’s analysis of forecasting and services that by studying this platform.,and combined with workflow of impending weather forecasting business to design a system which can make impending weather forecast and service products, has monitoring services and provide transmission services for external. The system uses C / S and B / S hybrid architecture, relying on a comprehensive analysis processing system of meteorological information and database of SQL Server 2008,Use the sructured data sheet to storage live weather data.Order the information that collect by PUP and CMACAST as an information source, Conversion process PUP, TBB etc. FTP is the main transmission. Use case diagram modeling, Build highly cohesive modules coupled with data, finally,we can build a process-oriented mode of operation of impending weather forecasting business. In this paper,for the multi-level visual display of meteorological data,we Proposed technical solutions that combine SVG vector and JavaScript script control display which based on WEB. And introduced a new forecasting methods of storm---comprehensive analysis of multi-mode coupling diagnostic field of thermal power, that provide data supporting for questing the storm mechanism to stimulate and sustain and seeking forecast index of rainstorm.At the present, the platform has been put into the business running in the municipal meteorological observatory. Practice has proved that achieve operational, process-oriented of complex impending prediction, can improve the efficiency and quality of forecasters and also can improve the quality of impending forecast to some extent. The platform system able to completely achieve fine requirements of state impending forecast in Sichuan. It has good practical significance.
