Marine economy is the floorboard of the development and utilization of marine industry and related economic activities. China’s marine economy is in the coastal countries’upper level. And now is in the period of fast-speed growth. Developing marine economy has good natural conditions, economic basis and social environment, but there are also some problems about it. Marine economic planning base on common ownership and production. According to the requirements that the basic of socialism economic law and the marine economic scheduled proportion of developmental regular asked, it’s a measure that is used for managing marine economy by the state in accordance with the unified plan of the construction and the development of society and economy in a certain period. When our country’s marine economy wants to speed up the adjustment and optimization, accurately grasp periodical characteristics of marine economic development, insist the co-ordination of land and sea, scientifically plan, implement the strategy of sustainable development, promote the healthy and scientific development of marine economy, and develop and utilize the marine resources rationally, we must prepare marine economic planning, as the program of action for the Chinese marine economic development. So the plan of marine economy is necessary and important.In this paper, it is described and analyzed from the aspects of marine eco nomic planning’s concept, content, technology, system and evaluation and so o n. It establishes the indexes and models of marine economic planning and eval uation, and quantifies the various elements of the marine economic planning. T o ensure the scientificity, preciseness, and adaptability of marine economic plan ning, it analyzes the results of date combined with the targeted domain of the plan. This paper provides a series of theoretical guidance, organizational proced ures, some technical methods, the quantification and analysis of the content ele ments, and scientific tests for marine economic planning, to achieve dynamic, s tandardization, ordering and rationalization of marine economic planning.
