Earthquake is one of the main disasters,it is accompanied by huge losses of life and property. In order to solve the need of earthquake prediction and related hazards assessment, China seismological bureau retained a lot of valuable ground deformation monitoring data. However, due to the technical level and other reasons, the existing way of these data cannot keep up with the rapid development of science and technology level. At present, most of the monitoring data is still preserved in the archive strore by the form of paper. Although a part of data has been digitized, they are still stored and managed by a form of file without an unified database management, thereby the query and retrieval of monitoring data is inconvenient, the rate of utilization is relatively low, and it is unfavourable to research and apply for scientific research institutions. At this stage, a lot of scientific research institutions have carried out one or several work of monitoring database construction, but for confidentiality and security considerations and various reasons, the database cannot undertake connectivity, and it cannot provide service for users very well.According to the management and requirement of ground deformation multi-dimensional monitoring data,built ground deformation multi-dimensional monitoring management and application system which based on Silverlight technology,.net technology and ArcGIS for Server technology, adopts B/S multilayer structure, design of WebGIS system, has many functions such as data management, data query, product query, statistic analysis and integrated management. It also provided an integrated, visual information service platform for the management department to managing and applying the ground deformation multi-dimensional monitoring data.The system not only implemented the crustal deformation monitoring data management and simple statistical analysis of data, but also the construction of the B/S model have some characteristics such as save development cost and the late management maintenance is relatively simple. Silverlight technology improves the user experience of the system and provides better interactive platform. In this paper,the method of data management system which based on RIA and WebGIS technology provides a reference method and has a reference value for later application.
