With quickening the steps of human into the deep sea, the various types of offshore platform emerge to the deep-sea development in endlessly. In the long term, mooring floating platform is the key for the current deep-sea development, which represented by semi-submersible platform, is moving toward a greater depth, better economic efficiency and stronger adaptability,at the same time puts forward higher requirements on its structure and performance, but it is by using general finite element software to model the dynamic response analysis of semi-submersible platform with high-rising steel work is less. This investigation is focused on the static analysis and dynamic response analysis of the semi-submersible platform, by using the ANSYS finite element software.In this paper, structural characteristics, advantage and disadvantage,and prospect of mooring floating platform are compared, working characteristics and developmental trends of semi-submersible platform are introduced, and methods of wind effect and mechanism about high-rise structure are expounded, as well as research status of wind loads to semi-submersible platform. Furthermore, Various mathematical model about wind fields of typhoon are enumerated from an engineering perspective, four characteristics of those mathematical model are analyzed in detail, the basic principle and method of Monte – Carlo is briefly introduced, and used in prediction of extreme typhoon wind speed.This paper performs the wind loads simulation to superstructure of semi-submersible platform by using FLUENT, the calculation region,boundary conditions, turbulence model and other issues are discussed, then calculate the wind loads to both flat and aslant Platform on limit self-existence status, analyzes impact of wind pressures and wind loads in different dip angles, the comparison to verify was made between the measured and simulation, which can test simulation precision. A finite element coupled model for a semi-submersible platform and its mooring system is established by using ANSYS, The inner force of mooring system under the static condition is evaluated. On the basis of random wind loads and regular wave forces simulation, the kinematical response of semi-submersible platform and its mooring system due to wind and wave environmental loads based on the condition of the South China Sea is simulated.
