In recent years the state puts forward the “blue economy” concept, which aims at developing and utilizing the ocean resources and space. As a carrier of “blue economy”, marine industry has a great effect on its development. In 2011, the State Council approved the “Zhejiang marine economic development demonstration area planning”, the development of marine economy in Zhejiang Province rose to national strategy, which provides a good opportunity foster advantageous industry for Zhejiang province to develop the marine economy. In 2014, "A Road and The Area" concept puts forward to build the 21 st century Maritime Silk Road and the Silk Road Economic Zone, and the solid foundation of marine industries is the key of construction of Maritime Silk Road in Zhejiang. Based on above points, the research on marine industry and influential factors to improve industrial efficiency has a significant point.The paper adopts literature research, statistical analysis and survey research defining the relevant concepts of marine industry, industrial efficiency, introduces industrial efficiency and the analyzing method of the factors affecting the efficiency of industrial efficiency, establishes model and theoretical basis of studies on marine economy. On this basis, according to the current situation of the overall situation, industrial structure and each industry situation, the paper selects input and output indicators which reflect the development of marine industry in Zhejiang Province, and analyzes static efficiency and dynamic efficiency. Based on that of Zhejiang ocean industrial efficiency, the paper then analyzes the influence degree of four factors on the efficiency from the microscopic point of view, quantitative, and puts forward the related countermeasure proposal. The main conclusions are:(1)Static efficiency. For the primary industry, static comprehensive efficiency is the best. Marine secondary industry comprehensive efficiency has the most significant growth rate, in which scale efficiency contributes the most. Marine tertiary industry static comprehensive efficiency fluctuates most and consists with the macroeconomic fluctuation.(2)Dynamic efficiency. The total factor productivity of the ocean primary industry increased, in which technological progress made the largest contribution. The total factor productivity of marine secondary industry increased first and then decreased. Technological progress makes the most promotion. The total factor productivity of the marine tertiary industry made great progress, in which scale efficiency was contributing the most. During 2008-2012, total factor productivity of marine fishery continued to improve. Other industries, such as aquatic products processing industry, marine medicine property, comprehensive utilization of seawater, synthetic sea salt industry, marine chemical industry, marine shipbuilding industry, ocean energy utilization industry, marine construction industry, ocean marine transportation and marine tourism were fluctuating.(3)Marine primary industry is influenced by the enterprise scale, capital structure and investment in research and development significantly. Traditional industry of marine secondary industry is influenced by the enterprise scale, investment in research and development, cost efficiency significantly. The emerging industry of marine secondary industry is influenced by the enterprise capital structure, investment in research and development significantly. Marine tertiary industry is influenced by the scale of the enterprise, enterprise capital structure and research in development and research significantly.
