The surface water resources of Qingfeng county are scarce. The main function of the existing river canal is to guide River for irrigation and drainage, there is no surface water for drinking and urban and rural depend on groundwater for a long time. With the development of social economy, water consumption of Qingfeng county increases year by year. while the groundwater recharge is limited, this will lead to groundwater resource decreasing year by year. before the county get a new source of water supply, the contradiction of the development of social economy and decrease of groundwater resources will continue.In this paper, by collecting a large number of existing data, field investigation, field data acquisition, the dynamic characteristics of Qingfeng county geological and hydrogeological conditions, meteorology, hydrology, groundwater recharge, run-off,discharge systematically analyzed and the basic data of groundwater balance test,groundwater pumping test, groundwater development and utilization at the same time,using a variety of methods to comprehensively analysize and determine the hydrogeological parameters. using the equilibrium calculation of the shallow water exploitation quantity influence range of 0 ~ 60 m aquifer group of stocks, consumption and recharge to verify the reliability of the selected parameters. using the analytical method to calculate the water level drawdown under the condition of design exploitation quantity and argue the reliability of the allow quantity. This paper generalizes the hydrogeological conditions in a reasonable manner. It solves, identifies and examines the model. Using the validated numerical model to simulate and evaluate the groundwater flow field and the mining prospect, and to demonstrate the groundwater mining conditions and the degree of assurance. Numerical simulation results show that: when the water source exploiting of shallow confined aquifer is 1.5 x 104 m3 / d, the drawdown of underground water funnel center of 1 year, 5 years, 10 years, 20 years after will be 6.25 m, 7.51 m, 8.25 m and 8.71 m. the water drop level is not large and the influence scope is basically in exploiting area around the hole. Exploiting water source mainly depends on excitation of lateral inflow and the current recharge of groundwater, capturing the groundwater lateral outflow, satisfying the underground water level above the roof of the aquifer. it is concluded that the exploitation of shallow confined water is assured.
