Inspired by quantum dual-state system with graceful features, this paper proposed a kind of electromagnetic analyzing method and a new prospect of understanding electromagnetic phenomena using modes and their transition. In the beginning, the concept of "mode" was certainly defined imitating the concept of stationary state in quantum mechanics. After that, this paper thoroughly invested frequency splitting of modes, pass band features, and dispersive features of coupled dual- oscillator, N-oscillator, and when N shifts to infinity, which are all ruled by similar equations with quantum N-state system and, thus, have similar characteristics. Further, the connection between discrete infinite periodic structures and continuous structures was established by introducing the concept of physics distance between junctions in discrete structures. When the distance shifts to indefinitely small, these two kinds of structures share the same equations, that is, Maxwell Equations. This shows the method based on modes and their transition have confound connections with Maxwell Equations and thus should be a universal theory.Secondly, based on the above theoretical analyzing, a novel frequency converter was designed, as analog of ammonia-beam maser. It is a linear time-varying system, rather than a classical non-linear time-invariant one, and could attest the validation of the proposed electromagnetic analyzing method based on modes and their transition. Furthermore, this new converter needs no filter because its two modes with different frequency are naturally orthogonal.Finally, combined with recently popular research areas, a special grating covered with a slice of graphene was designed to incite surface plasmon polariton(SPP). By coupling two of this grating, a dual-band absorber was got, which complies with the characteristics of absorbing frequency predicted by previously proposed method.
