Tidal flat reclamation project as a landuse project with the main content of restore and adjust land use patterns use the planning, approval, organization, coordination, supervision, and control as mechanisms, use the means of economic, engineering technology, law, and administration. Through interaction of government, society and the market, cetered the supplement of agricultural land, urbanization, economic development to guide for decision-making, rule of coordination, standardized management and technical service behavior; It is a strategic decision for the nowdays stage of economic development and the level of national resources and environment conditions, It has an important role in on the supplementary effective of land resources, promoting economic development.For three decades,emergy theory has been widely used in the scientific research of urbanecosystems, agro-ecosystems, land use planning, and integrated a comprehensive evaluation system with multi-disciplinary integration,multi-category knowledge systems, multi-measurement methods, a good foundation for multi-domain ecosystem environmental benefits, social benefits, economic benefits and resource evaluation theory.Tidal flat ecosystem is a dramatic effect zone between the land and the sea, receiveing the material and energy inputs from two of them. Jiangsu has a large amount area of tidal flat among which 7.50 ×106 mu are unreclaimed. Currently the development and utilization of beach resources are a wide range of conduct, from farming on coastal beach reclamation toreclamation of offshore sandbar. So there is an urgent need to understand is a human development activity on the tidal flat ecosystem resources and the ecological environment. To solve this problem, a systematic, comprehensive and scientific emergy evaluation system has been made up for tidal ecosystem natural mode, traditional mode and artificial island mode. Establish a scientific measure of their emergy, combined with the emergy theory to explore the artificial island development mode for the rational development and provide the use of artificial islands with a scientific basis.In this paper, research background, emergy research and coastal beach inning of tidal flat ecosystem have been sorted out and the content and purpose of the research have been proposed. Research objectives include understanding the emergy of tidal flat ecosystem, emergy flow structure and the emergy efficiency, build intertidal ecology emergy index systemto the research of artificial island development mode. Take the range of reclamation on Dongsha tidal flat for the research, combined with multi-disciplinary research in many fields can explore the ecological mode of artificial island development, get the following conclusions:(1)In Natural mode, emergy yield tatio in Dongsha tidal ecosystem was 10.48%, slightly lower than the 30.3% in terrestrial agro-ecosystems(2) In traditional mode, tidal flat ecosystem Dongsha total emergy density and energy value of the investment is consistent with the natural mode, emergy output is 2 times larger than the natural mode, emergy yield ratio was 23.82%.By strengthening nursing and supervision of shellfishof Dongsha sandbank, the use of "species" spat the way nursing shellfish biological resources will get a higher emergy yield ratio.(3)From systems engineer consideration, a variety of subsystems have been composited by ecological environment, agriculture and industrial composition. From the perspective of emergy by increasing system ring, the production ring, industrial facilities, improve resource use efficiency and output efficiency, thereby enhancing the net emergy yield and emergy investment ratio to achieve the artificial island of circular economy development and sustainability The results show that by the emergy analysis method can be more comprehensively reflect the Dongsha tidal ecosystem in flow, material flow, and help to improve the reclamation plan scientificly, and improving the development and utilization of artificial island on sciencewith reference significance.
