Land use is all the human beings activities of developing and utilizing land resources. Vegetation coverage is also an important characterization of surface vegetation status.Land use and vegetation cover is closely related. Vegetation cover change is the direct response of land use change, and the change of vegetation cover restricts the subsequent land use pattern in turn. In this paper, select the four herding banners of Hulunbuir for object and analysis the change of land use and vegetation cover and reveal the driving factors of its.Results show that:1. Land use change of the four herding banners of Hulunbuir during the research time is that the area of farmland, grassland, water area reduced and the area of forest land, construction land and unused land increased. The population growth, economic development, improvement of urbanization and national implementation of the policy is the main reason.2.We using NDVI vegetation index and the maximum synthesis MVC (Maximum Value Composites) to monitor the dynamic changes of vegetation coverage.The results indicated that there is a "v" shape changes between 2000 and 2014 in study eara.During 2000 and 2010, there is a gradually decline of vegetation cover and reached the minimum of 15 years, and a dramatic rise in 2014 which reached the maximum of 15 years. There is also larger spatial difference in vegetation caverage change in the study area. The eastern Ewenki banner vegetation coverage is the highest, the lowest in xinbaerhuyou banner.3. The driving factors of the vegetation cover change of the four herding banners of Hulunbuir were analyzed with PCA. The results showed that the first principal component can explain human factors on the vegetation cover change effects,within which the contribution of the number of livestock up to 0.945. For the second principal component contribution rate of the growth season precipitation is high, is 0.959.The third principal component contribution to the temperature rate is high. All in all, the change of vegetation coverage is the result of human factors and natural factors, but the human factor is the main reason, and the natural factors have the function of adding fuel to the fire.
