Performance Evaluation Of Local Governmental Mitigation To Climate Change In China

Currently, climate change is a major global issue of worldwide concern. Human economic activity on climate change has had a significant adverse impact, but laws of the market and the economic subject can not adjust it. So, the government must take responsibility for responding to global climate change. However, a variety of activities of the government on climate change always exposed lots of problems, such as low efficiency and poor power. In order to work out those problems, the governments imperatively need to have scientific and rational evaluation of mitigating climate change performance.Purpose and significance of the evaluation were discussed comprehensively in this Paper and learn from the home and abroad research as the basis firstly. Then some related concepts were summarized. Pointing out the achievements and shortcomings of climate change mitigation of local government. The indicator system for performance evaluation of local governmental mitigation to climate change has been established. To applying the evaluation system to practice, we did performance evaluation of local governmental mitigation to climate change in 29 Chinese provinces in year 2012, and 6 main factors had been get with factor analysis. Finally, we draw conclusions:first, local governmental mitigation to climate change is inefficient. Second, the development of each factor of some regions is non-equilibrium. Third, when all the factors work coordinately, the overall performance will be reach a new level.
