In recent years, large-scale disasters have frequently occurred around the world causing tremendous casualties and property losses, and these caused widespread concern in government and academia. Due to their large scale and catastrophic, a large number of people were injured after disaster, and caused sharply increase in demand for medical resources. At the same time, due to the resource scarcity, high uncertainty and destructiveness of large-scale disasters, medical resources are scarce, and making a severe case of medical resources that the demands far cannot be met. However, if you cannot allocate limited resource efficiently, it will make a further threat to the lives of the injured.Therefore, this thesis takes emergency rescue after an earthquake disaster for an example, and study how to allocate the limited emergency medical resources to injuries in the initial search period after large-scale disaster. The main contents are divided into the following three parts:First of all, this thesis analyzes the characteristics of large-scale natural disasters, and analyzes the changes of the injured under the background of large-scale disasters, and then gets the transition probabilities of the injured. Besides, the transferred situation of the injured is considered in the emergency medical resources allocation problem.Then, a model is proposed for emergency resources allocation decision problem considering the extent to the injured. Firstly, the injuries are classified into three levels, slight, moderate and severe, and give them different priorities. And a deterioration transition matrix was used to describe the condition transition of the injury. Then, a Markov decision process allocation model is developed with the objective of maximize life saving for resource-injury allocation process as a dynamic allocation process, and the delay cost for waiting and the penalty cost for reject are taken into account of the model. Finally, an effective algorithm is given for solving the model, and a numerical example is given to explain the model.What’s more, another model is developed for multiple kinds of emergency resources allocation problem. Firstly, the situation of the injury is quantified, and a quadratic function is taken to describe the deterioration of the injury. Besides, multiple kinds of emergency resources allocation decision process is regarded as a Markov decision process, and make a model for it, and then a dynamic algorithm is developed to find solution. Finally, a numerical example is designed to verify the effectiveness of the proposed method, and shows that the proposed method has higher efficiency than FCFS.In summary, this study considered some aspects of the injured and emergency aid into dynamic allocation model, and provides a new idea for solving the emergency medical resources allocation optimization decision problems during responding a large-scale disaster.
