In recent years, the economic and social development of the lower liao river plain area isrelatively quick and water supply and demand increasingly severed. In the case of surfacewater has reached a high level of development, the development and utilization ofgroundwater resources began to concern. Currently, some regions have suffered a series ofenvironmental geological problems caused by over-exploitation of groundwater resources,which has restricted the economic development of the region. Taking the Liao river plaingroundwater resources as an example in this paper, surrounding the issue of environmentalhealth groundwater, a comprehensive inquiry on groundwater resources in the study area wasconducted in order to achieve the sustainable utilization of water resources in the study areaand promote the steady development of the social economy.Firstly, we described the problems of the water environmental in our country and the studyarea, and determined the purpose and significance of the study clearly. Then, the theory ofgroundwater environmental health system was discussed, including groundwaterenvironmental health connotations, research progress, groundwater characteristics andenvironmental health factors. Based on established principles and methods and the fuzzymatter element analysis method, we constructed groundwater environmental healthassessment index system, and evaluated the health status of groundwater environment. Theassessment index system of groundwater environmental health was composed of three layers:the target layer is the health status of the groundwater environment; guidelines layer coveringfour areas of the nature, environment, economy and society; index layer concluded10indicators. The results showed that groundwater environment of "healthy" state of nearnessconcentrated between0.2and0.4.The descending order for each administrative groundwaterenvironment "healthy" state of nearness from high to low are: Liaoyang, Shenyang, Fushun,Anshan, Tieling, Jinzhou, Panjin, Yingkou.For the evaluation results, combined with the actual situation of the study area, thecatastrophe theory assessment model was used to evaluate the risk levels further. According toanalyzing the meaning and connotation of groundwater development of risk assessment, wedescribed the types of catastrophe theory models and the catastrophe evaluation principles andevaluation steps. Finally we applied the model to the example. The results showed that thetotal risk evaluation object values were between0.9156~0.9483, which belong to heavyinsurance. Based on the analysis of the defect of the catastrophe theory, the order ofimportance on indicators and evaluation results are close to1of catastrophe theory isimproved. According to the above-mentioned evaluating results, we proposed the safeguardsof groundwater development risks, including raising the legal awareness, improving the legal system, strengthening the construction of hardware and software facilities.In order to achieve the sustainable development of the groundwater resources of study area,we propose the protection measures of groundwater environmental health and makingchanges from the traditional concept and water conservation projects,. Throughout the wholeresearch, we analyze the shortcomings and propose future development of groundwaterresources outlook.Studies have shown that the groundwater environmental health risk assessment and theexploitation risk evaluation were applied to the lower Liao river plain region, and the methodis reasonable and feasible. In order to improve the health status of groundwater environment,development risk should be reduced and the planning of water resources should be rational,and we well understand the role of groundwater resources in the social and economicdevelopment in order to achieve the sustainable use of groundwater resources.
