In today’s world of economic globalization growing, foreign direct investment plays an important role in the global economy. Everything has two sides, however, FDI is a double-edged sword. On the one hand, it promoted the global economic development to a certain extent, but on the other hand also brings some environmental problems. At the same time, the rapid trend in our country, FDI to has a far-reaching influence on the economic development of our country. Since reform and opening up, our country economy the development of the technology was obtained by leaps and bounds, in some extent, FDI has become the construction has the Chinese characteristic socialist market economy important source of capital factors of production, its powerful to promote the development of our country’s economy. In bring rapid growth at the same time, however, the flow of FDI also produced a series of influence to our country environment. On the one hand, foreign investment in manufacturing, such as pollution intensive enterprises, can bring the destruction of the environment; Foreign investment, on the other hand, may adopt more stringent environmental standards, or more advanced pollution control technology, and produce their know-how to the local enterprise, which is helpful to reduce local pollution.This paper USES the2005-2010panel data of287Chinese cities, test of a foreign companies entering the effects on local pollution emissions intensity. In view of the pollutants in the proportion of the sulfur dioxide and industrial dust is, so this article chooses so2and industrial soot as the research object, and using the econometric model to estimate the FDI and other control variables on the overall impact of pollution emission intensity. This idea is:first, in the cities, alone on a foreign investment, or other source of foreign investment and foreign investment in the overall return from Hong Kong, Macao and Taiwan, observe its results;Then the two different source of foreign capital to return respectively, observe the results. The results show that (1) into two different source of foreign capital and will reduce sulfur dioxide industrial soot emissions intensity, but the impact on the industrial dust is not very significant;(2) separate different source of foreign capital for regression found: when the other source of foreign investment can reduce the intensity of local emissions of sulphur dioxide and industrial soot, but instead of foreign capital from Hong Kong, Macao and Taiwan will increase local smoke emissions of sulfur dioxide and industrial strength.The empirical results show that on the whole, in the proportion of gross value of industrial output, the greater the degree of foreign investment in local two major pollutants (so2and industrial soot) emissions intensity decreased the faster, but the regression results of significance is not strong; Other sources of foreign influence on two kinds of pollution emissions intensity is still negative, but foreign capital from Hong Kong, Macao and Taiwan on sulfur dioxide and the influence of industrial soot emissions intensity is positive; Characterization of environmental monitoring index of per capita income and population density can reduce the strength of two kinds of pollutants, and the influence has a strong robustness. Finally, combined the control variable regression results, the paper puts forward the main task is to coordinate conflicts, attracting foreign investment and environmental protection in attracting foreign investment, adjust the structure of foreign investment to strengthen environmental protection at the same time.
