The Research About The Countermeasure Of Environmental Destruction And Ecological Restoration In Dongting Lake Area

Red-line areas of ecology, was first mentioned on The Third Plenary Session of the eighteenCommittee of the Communist Party of China, to formulate and improve natural resourcesproperty regime and use control, drawing of a "red line" for ecological protection, practicing theimplementation of a system of paid use of resources and ecological compensation, reforming theecological protection management system.As the second largest freshwater lake，the treatment ofDongting Lake immediately concerns ten million people living in the lake district even the peoplein Hunan Province.Therefore, human have more responsibilities to the ecological protection andthe ecological remediation of Dongting lake.This paper is divided into five parts. First, the basic situation and the development trend ofDongting Lake is described. Sencond, three aspects about Dongting Lake ecological damagesituation are discussed. Then according to the situation of lake damage, the analysis is conductedfrom five aspects: natural factors, human factors, economic factors, political factors andtechnology factors respectively, to find out the causes of Dongting Lake ecological damage.Finally, according to the major difficulties existed in Dongting Lake ecological restoration andthe process of lake water environment protection, five measures to ecological restoration areconcluded: concerning Scientific Outlook on Development as a guide, the formation of comanagement of protected areas, improving the coordination mechanism of lake protection lawsand regulations, creating a new model of economic development and promoting a harmoniousDongting Lake humanities, in order to restore the ecological environment of Dongting Lakeeffectively.The basis conclusion of this dissertation is that, we should transform the belief from theprotection of resources alone to placing equal stress on development and protection, fromhierarchical management to strengthen the overall governance management system innovation. Both must be taken into consideration, so that we can bring an entirely new prospect thatachieving improvement of ecological system meanwhile getting economic benefits. Further, toseek the means of improving and restoring wetland ecosystem, make the wetland ecosystemchange into a virtuous cycle. At the same time, the understanding and awareness of the protectionof wetland should be improved continuously to alleviating the relationships between human andecological environment. More and more measures should be taken to coordinate the DongtingLake. We should stick on the road of sustainable development, building a harmonious DongtingLake economic circle, to maintain a unified urban and rural construction and wetland protectionzone. The government departments to strengthen cooperation with non-governmentalorganizations, to implement the system of jurisdiction, perfecting the supervision system, strengthening the legislation, establishing the data sharing platform. All should working hard tothe construction of the Dongting Lake, to make it a natural protection lake area, to thedevelopment of the green economy as the support, to infrastructure facilities, to perfectmanagement system, to improve ecological function efficiently, to achiev a beautiful environment,to make it a harmonious lake with its own characteristics, development strength and thedemonstration significance.
