Oil Refining Enterprises have many low temperature waste heat sources which have different properties. According to different heat sink, how to choose and evaluate economic, environment friendly and good social performance low temperature waste heat sources to recycle becomes an essential problem.In this thesis, the distribution and utilization of low temperature waste heat in three representative refineries are investigated. As a new enterprise, A has about65508.78kW low temperature waste heat, which is mainly distributed in the crude distillation, catalytic cracking and diesel hydrogenation unit. In B enterprise, low temperature waste heat is mainly used in peer utilization (gas fractionation) and upgrading-utilization (lithium bromide absorption refrigeration). There is84831kW low temperature waste heat in C enterprise, besides, C has big potential in the use of the low temperature waste heat.The secondary fuzzy comprehensive evaluation method is used to establish the oil refining enterprise evaluation model of low temperature waste heat. The comprehensive evaluation index system consists of five kinds aspects which comprises distribution of low temperature waste heat, properties of low temperature waste heat, economic performance, safty performance and environmental performance, and then eleven basic indexes which is made up of heat, profit of saving low temperature waste heat and risk, etc.The evaluative indexes are processed quantitatively by membership functions. The weight of each index partition coefficient is confirmed by analytic hierarchy process. Then, the article evaluate low temperature waste heat sources in C enterprises. According to the maximum membership degree principle, the order of every device performance is calculated.The quantitative processing is achieved by membership function in the system.
