Cleaner production, as a kind of comprehensive preventive environmental management strategy, widely recognized and promoted throughout the world, has become an important way to realize circular economy and promote energy saving and emission reduction; Its goal is to control the pollutants from the source and maximize the use of resources and energy, and realize win-win of economy and environment. At present, cleaner production standards and evaluation index systems have been established for many domestic industries, which actively guide and promote china’s cleaner production work. However, the laterite nickel ore smelting industry cleaner production standards have not yet set. China is the largest producer and consumer of nickel, there are some exsiting problems of its laterite nickel ore smelting industry:low level of production technology, high energy consumption and high pollutants production. Therefore, implementing cleaner production in laterite nickel ore smelting industry to improve the level of industry cleaner production technology, cutting the energy consumption and reducing pollutants discharge are particularly important.In this paper, based on the analysis of the development situation of cleaner production at home and abroad, in terms of the principles and reasons of constructing index system, through on-the-spot investigation and expert consultation, the whole process for the production of laterite nickel ore smelting ferronickel was analysed, and some reasonable quantitative and qualitative evaluation indexes was chosen to construct the cleaner production evaluation index system of laterite nickel ore smelting industry; The evaluation index system includes six categories first class indicators and28second class indicators. Six large ferronickel production enterprises which were put into operation were selected from the ferronickel industry of main distribution area. Based on analysis of the domestic advanced enterprise of cleaner production of ferronickel producing related data, and in combination with nickel industry related environmental protection laws and regulations, industrial policies, standard specification and other requirements, the basic value of each index was determined; The weight of each index was determined by expert grading of each index importance and analytic hierarchy process (AHP); Among all the indicators, comprehensive energy consumption of electric furnace smelting power consumption, emissions and chromium, nickel and its compounds emissions these four secondary index weights were much higher. Comprehensive index evaluation method was used to evaluate quantitative and qualitative indicators in the round. According to the assessment, cleaner production evaluation grades were divided.The established evaluation index system was applied to study on some large laterite nickel ore smelting enterprises in Fujian Province, and assess the present situation of enterprise cleaner production level comprehensively. Results show that there still exists big space for improvement of enterprises’ new water consumption, iron products must rate, the recycling rate of the waste energy of flue gas and SO2emissions and so on. To solve these problems, some improvement measures and suggestions was put forward; meanwhile, the accuracy and practical applications of the index system was verified. This essay research has a certain technical guidance and reference function for cleaner production audit of laterite nickel ore smelting industry.
