The safe running of South-to-North Water Transfer Project involves engineering infrastructure safety, water quantity safety, water quality safety and flood control safety. Water quality safety is the ultimate goal and the essential foothold of the project, and it is also the key factor that decides the success or failure of the project, which is determined by the nature of South-to-North Water Transfer Project. In order to ensure water quality safety of South-to-North Water Transfer Project, this paper evaluated the sudden water delivery quality risks of the eastern and the middle route of the project respectively, pointing out risk factor types existed. Furthermore, the application of satellite remote sensing rainfall information for flood warning was discussed in medium and small basins which have no surface observation data. The main research contents and achievements are as follows:(1) By analyzing the water quality risks of the eastern route of South-to-North Water Transfer Project, the threats to water quality safety of the eastern route project and water quality risk factor types for sudden water pollution incidents were summarized. And after analyzing the reasons why to select Huaian section as the typical channel of the eastern route project, four possible situations were simulated and researches were taken on emergency control and measures for sudden water pollution incidents.(2) By analyzing the water quality risks of the middle route of South-to-North Water Transfer Project, the threats to water quality safety of the middle route project and water quality risk factor types for sudden water pollution incidents were summarized. And after analyzing the reasons why to select Beijing-Shijiazhuang section as the typical channel of the middle route project, three possible situations were simulated and researches were taken on emergency control and measures for sudden water pollution incidents.(3) Taking Danjiangkou reservoir as research area and July to September during2009to2012as research time, the accuracy of the PRE data which is one of the products of FY-2D satellite developed by National Satellite Meteorological Center (NSMC) was analyzed by using rainfall data of ground rainfall stations provided by China Meteorological Data Sharing Service System. The analyses divided into single site rainfall estimation and area rainfall estimation, resulting in high precision and strong ability of satellite estimation, which meant that it can estimate rainfall and trend effectively. Furthermore, the preliminary application of satellite remote sensing rainfall information for flood warning was discussed in four medium and small basins along the middle route of South-to-North Water Transfer Project. The results show that it has certain feasibility to apply satellite remote sensing rainfall information to medium and small basins for flood warning which have no surface observation data.At the end, it summarized the whole paper and got outlook for the further research problems.
