Environmental Cost Management Research In The Area Of Urbanization

With rapid development of urbanization process, it has brought a series of environmental problems, it also caused the carrying capacity of regional environment facing great challenges. Therefore, the relationship between urbanization and environment problem has become the common concern of the government and academia. During the urbanization process, the cost of environmental problems will not only seriously hinder the urbanization process, but also lead to the environmental degradation inevitably. Through the study of regional environmental cost management in urbanization, it will help seek to minimize the cost of regional environment, improve the regional environmental quality, reduce the pollution of the environment, optimize the environment of the area construction and promote the harmonious development of the urbanization and region environment finally.With the guidance of a series of theory, including the sustainable development theory, environmental economics theory, the total social cost theory and so on, drawing lessons from the results of other researchers, and combining urbanization with region environment, then it will promote the development of urbanization in line with the bearing capacity of the construction of the regional environment, expound the relation between the regional environment and economic development and the practical significance of the environmental cost in a region, and out of the thought and technology are analyzed using the environment cost accounting to measure the rationality of the regional environmental cost, and further to apply environmental cost accounting on the measurement of regional environmental cost.To environment environmental costs into prevention cost, environmental damage cost, environment cost, according to the urbanization process, on regional environmental cost is measured respectively. Environmental cost is not an end, the final purpose is to through to the regional environmental cost control to solve the problem of regional environment. On regional environment, on the basis of cost measurement, respectively discusses the urbanization process in the early stages of development environment prevention cost and accelerate the development of environmental damage cost and stable development phase of restoring the environment characteristic, thus to build regional environmental costs in urbanization stage econometric model. During the process of urbanization, we can manage the regional environmental cost basing on the regional environment cost periodic measurement model, control area environmental cost, and then control the regional environmental quality within the scope of the reasonable standard, promote the development of the urbanization process healthy. Finally through a case to illustrate the regional environmental cost measurement and control the process of urbanization, and puts forward the countermeasures to the regional environmental cost control.
