The Study On The Long-term Mechanism Of Agricultural Science And Technology Information Service In Dongying City

With the adjustment of industrial structure of agriculture and the the constantly increasing of farmers' information needs, the changes have taken place that the information needs of rural grass-roots level characteristics, sources, channels and methods to obtain significant. Under the conditions of market economy, science and technology information needs of farmers are increasingly diverse, but traditional agricultural science and technology information service system can not adapt to this situation, mainly in the farmers' serious lack of information, the low penetration of science and technology, the constraints to the China's agriculture and economic development for increasing rural income, the restrictions of China's modernization process and a moderately prosperous society. It has been the basic conditions that establishing and improving the agricultural information service system which could speed up agricultural and rural information technology infrastructure.In recent years, there have been many agricultural information service models which in line with the local characteristics. The study on such models could provide an effective means for the establishment of agricultural information service system that adapted to the market economy conditions, eliminate the problem that the agriculture information did not be communicated thoroughly under the new situation, and could provide reference for other regions. Therefore, this study has important practical significance.This article used the literature method, interviews, questionnaires, case law research methods, researched the agricultural science and technology information service model with a more systematic analysis of Dongying City, Shandong Province, it reached the following conclusions:(1) Agricultural science and technology information service mechanism is the main forms of organization, and approaches for agricultural science and technology information services to carry out service activities, including service principal, service content, service means, operation mechanism and protection mechanism. The bass was the uncertainty theory, the value chain theory, demand theory, the theory of mode of transmission.(2) Dongying city entered the bottleneck by the innovation breakthrough of technology information service, formed Dongying City agriculture science and technology information association which was a non-governmental technological service organization, constructed "headquarters + messengers+ members" service mode. They formed a new agricultural science and technology information service pattern, whose leading is the association, whose main body is many farmers, whose link is the messengers, whose support is the 100 Expert System.(3) The network of technology information service for Dongying City was a flat organizational structure, and its form was simple, its content was practical, operating costs was low, its target was fixed, its stability, sustainability, relevance and timeliness was improved.(4) This agricultural science and technology information service model was ideal for local development, basic information to meet the current needs of farmers. The mechanisms for the operation of its services had a certain amount of sustainability, but sustainability is not very strong.(5) There was still some problems in the mechanism, such as the relative single channel of communication, the lack of information services, the lack of modern business and management concepts, etc., which affected the long-term agricultural science and technology information services to run.(6) To achieve long-term operation , we must adhere to a guiding principle that "government guidance, social participation, market operation, public helping, resource integration, system integration." It was necessary to establish a risk-sharing, benefits-sharing, multi-benefit and win-win interests of the aggregates, to activate the service mechanism. The ways was the key to long-term running of agricultural science and technology information services.(7) To achieve long-term operation of agricultural science and technology information services ,we must establishes a sound security system in government's encouragement, input mechanisms and education and training.
