As the development of technology and e-commerce, enterprises are facing more pressures and competition, more and more information needed to processed during the procurement management. In the offshore outsourcing procurement activities, how to make a suitable decision rapidly is significant for the enterprise. In order to improve the accuracy, this paper establishes the decision-making model for supplier selection, which makes the decision more scientific and rational.Our research focuses on establishing a model for supplier selection. In this paper, we mainly solve two problems:the first is to establish the evaluation index system for supplier selection, and then we give a brief introduction for indexes, the second one is to establish models for supplier selection decision-making. The research results of this thesis are as follows:Firstly, we established the evaluation index system for supplier selection. Based on the investigation and literature of supplier selection, we build the evaluation index system. The system is consists of two parts, the first level include procurement cost, cooperate willingness, business prospects, and the second level include transport delay, product cost and so on. We calculate the index weight base on the entropy theory, which makes the index weight more subjective.Secondly, the models for supplier selection decision-making are built. We build two models for supplier selection decision-making:(1) We establish the model based on cloud theory. Uncertainty deduction of multidimensional cloud model was used for ranking appraisal, and the group decision was also used to reduce the risk during in the decision-making process. According to the example, the model can not only ranking effectively, but also has some advantages in mining supplier index deficiencies, This model can concerned with the defect index the most, and the evaluation result will be affected by the flaw.(2) We establish the threshold selection model. By classifying the index, we distinguish the index into threshold index and non-threshold index. We use different methods the process the two type of index. The cloud theory was used for the threshold index, and Dempster-Shafer theory was used for the non-threshold index. The results show that the threshold selection model can effectively exploit the advantage of the two theories, and avoid the limitations of the algorithms themselves, so we can see that the model making the process more scientific.
