Positive Research On The Differences Of Urban And Rural Economy In Gansu Province

Influenced by the international financial crisis, China's economic growth faces the predicament that the external demand drops, it has made its space that further continues being expanded comparatively limited that the high position of the investment demand is operated. The stimulating effect that consumption to macro economy is becoming so important, so expand consumption demand become the main driving force of the development of China's economy. China is a large agricultural country, the reality decided that the key of expanding domestic demand is to expand the rural demand. However, the current difference between urban and rural economy fundamentally restricted the development of the rural economy, affected the construction of China's domestic demand-led economic development model, and seriously affected social harmony and the step of overall living standards to well-off society, even impacted on China's international status. Located in China's western, Gansu is a big agricultural province, the level of economic development is lower, there are large differences between urban and rural economic during the process of economic development, if the differences continues to expand rapidly, it will affect continuously development of the overall economy, improvement of economic level and the achievement of expanding domestic demand of Gansu.In this paper, using the existing theoretical research results at home and abroad, to conduct posotive research of the economic differences between urban and rural areas of Gansu. First, using historical data, analized the difference between urban and rural economic situation in Gansu and its temporal change from four angles as "income gap", "consumption differences", "savings differences" and "intensity of urban-rural dual structure"; and closely linked to income,consumption,savings and related indicators, took 14 cities as the research object, selected the section data in 2008, based on differences in economic development, 14 cities in Gansu will be divided into three categories states district, the first type region isJiayuguan,Jinchang,Lanzhou and Jiuquan, its difference between urban and rural economy is smallest;Baiyin,Zhangye,Wuwei,Qingyang,Tianshui,Pingliangbelong to the second category, its difference is smaller than the first; Dingxi,Longnan,Gannan and Linxia belong to the third category, its difference is biggest.Comparativly analized the income and consumption differences between Gansu and Entire country. based on the systematic study of urban and rural economic disparities.Secondly, Investigated the factors that impacted the differences, it incuded historical,economic,human capital,industry characteristics,policy,urbanization and market factors, then empirically analized the factors, obtained the level of urbanization is the most important factor that impacted the economic differences between urban and rural areas in Gansu.Thirdly,the article predicted the economic differences between urban and rural areas using exponential smoothing of Gansu Province before 2020.The results showed that the differences were adjusted gradually after 2008. Finally, learned from experiences and lessons of developed countries, discussed the necessity and feasibility of controlling differences between urban and rural economic, combined the experience of narrowing the urban-rural differences, put forward proposals for reducing the differences between urban and rural economy of Gansu,mainly included that " facilitate the transfer to non-rural residents, reduce the rural population", " efforts to solve the problem of the new generation of migrant workers, to promote its citizens", "increase investment in rural areas","substantially increasing the income of peasants", "expanding domestic demand, promote the coordinated development of urban and rural economy", expected to construct the pattern that urban and rural economy coordinatedly developed in Gansu.
