Emergency Command System is the core and central of Emergency Management System. Rational allocation, layout, scheduling of Emergency resource is the base of a highly efficient emergency response command system. Based on the current problems of emergency resources transportation scheduling, the emergency resources transportation scheduling problems is solved using Linear programming, dynamic programming, dynamic gaming theory and others. The multi-stage resource transportation scheduling. Firstly, Emergency resource transportation scheduling is introduced shortly and its value and role in emergency resource management is analyzed, and its importance in emergency resource management is emphasized. Secondly, describe the technologies related to emergency resources transportation scheduling Based on the above analysis the characteristics of emergency management, using the dynamic programming methods and dynamic game theory,design a multi stage emergency resource transport scheduling strategy, and a case is givenThere are some results in this thesis:(1) Describe the theory of emergency resources transportation scheduling.(2) Study the dynamic programming methods. The dynamic programming model and conditions. Dynamic programming objectives and its model building steps. Dynamic programming equations and its solutions.(3) Study the dynamic gaming during the emergency management. Use the dynamic gaming in emergency management, describe the process of dynamic gaming in emergency management in detail.(4) Establish a transportation scheduling strategy of initial emergency response resources. Based on the lessons learned under the disaster, the probability of the incident, rescue experience factors, using linear programming theory, rising a resource scheduling optimization model. The model makes emergency resources to the points in the shortest possible time to meet the emergency needs of resource scheduling.(5) Establish a multi-stage emergency resources transportation scheduling strategy. Optimize emergency resources scheduling strategy, using dynamic programming methods and dynamic gaming theory, to improve the overall efficiency of emergency response, and minimize economic losses.(6) Improve the strategy. Set the eight parameter of the number of resources, loss parameters, state transition probability, program space, relevance, time cost, storage strategy, risk attitude, to improve emergency response efficiency and flexibility, making the transport emergency resource scheduling strategy more practical and efficient.(7) The model simulation:testing the rationality and efficiency of the model through the model simulation.
