Research On The Management Of State-subsidized Student Loan In The Universities Attached To The Ministry Of Education In Guangzhou

While taking government regulation as a research perspective, this paper has used the case study from the state-subsidized student loan in the universities attached to the Ministry of Education in Guangzhou. The policies and related information of the State-subsidized student loan in recent years, and that of universities in Guangzhou have been collectted and analyzed.This paper introduces the conceptions, characteristics and functions of the state-subsidized student loan's in the universities attached to the Ministry of Education in Guangzhou, applying an overview about the development and characteristics of state-subsidized student loan in foreign universities. After summarizing the state-subsidized student loan management experiences in Guangzhou University, by case analysis, this paper displays its development status, characteristics and development problems and the causes. Hence comes to some specific strategies proposed in the current circumstances, which is to form a risk&burden-sharing principle within the main four stakeholders-- government, banks, universities, students, to rationalize the relationship of these four and to improve risk prevention mechanism. In this case, the management of state-subsidized student loan in the universities in Guangzhou can be improved. Thus it would accelerate the equityof higher eduction and promote the harmonious development of society.
