Extra-role behavior has become the main drive for enterprises to deal with increasingly complex external environment and promote positive revolution. Voice behavior is a kind of initiative extra-role behavior, and it is also a spontaneous behavior whose purposes are to change or improve organization, service for organization rather than for personal. Based on above opinion, this paper establish theoretical model to research on voice behavior. That is, voice behavior as a core variable, demography variables and some situational factors which also affect voice behavior as control variables, self-efficacy and felt responsibility for the organization as dependent variable, psychological safety as a moderator variable, team effectiveness as outcome variable to discuss the influence mechanism between voice behavior and team effectiveness.Through the empirical study to 19 enterprises in Shanghai, we found:the higher self-efficacy and felt responsibility of employees will show the more voice behavior. We also found at the same time:psychological security has significant moderator among the relationship of self-efficacy, felt responsibility and voice behavior. It means that organizations can build some free and safe channels or atmosphere to encourage employees to show more voice behavior. In this case, the organization would get more constructive suggestions to development well. In addition, our research indicates that a team show more voice behavior, would be higher efficiency. That why the organizations pay more and more attention on the employee voice behavior.
