Research On The Agricultural Standardization System Construction In Yang Ling Modern Agriculture Demonstration Garden

Global food security is becoming increasingly serious, whether developed or developing country, are facing the challenges of the food security. It needs to carry out the Agriculture Standardization (AS for short in the following text) go solve the problems of the food security, because the AS is the safeguard to realize the food security. Nowadays, the agriculture development meets a severe challenge; the agricultural products are facing more and more fierce international competition after China's entrance WTO, especially the non-tariff barriers of the international trade of China's agriculture products. What is more, the excessive use of the pesticides and fertilizers leads to serious results, such as the negative impact on the agro-ecological environment, the increase of the hazardous remaining in the agriculture products, which both affect the improvement of the agriculture products and efficiency. The AS can enhance the international competition of our country's Agriculture products, safeguard the health of people, protect the ecological environment and promote the sustainable development of agriculture.The outstanding task of our country's agriculture development is developing modern agriculture actively, and the important base and effective measures of realization of modern agriculture is promoting AS. Modern agriculture, equipped of modern industry achievement, armed with modern science and technology, managed by modern scientific management of specialization, intensive and commercialization of high-yield, high-quality, high-efficiency, ecological, safe and energy-saving, is a sustainable industry. Modern agriculture based the fine farming technology, by the means of modern information technology, and organized production through modular and factory production management reasonably. It realized the fining, intensification and informatization step by step, according to the needs regulation and basing the prediction analysis. Modern agriculture has many characters, such as high level of industrialization, standardization, and technology intensification, enterprise production, specialization of agronomic process, and fine social division and so on. Therefore, it is the base and requirement of developing the modern agricultural industry to implement the AS.This paper will analysis question following the ways below: firstly, the paper will introduce the situation of AS and the development of AS inside and outside our country briefly, and then analyses the problems of the agriculture development according to the introduction the base of the agricultural industry, the construction situation and the work situation of AS in the Yangling demonstration zone, in order to find out the factors which restrict the development of AS, and this will help to do theory research, institution innovation, mode exploration, demonstration and extension, and cultivate talents and promote the AS work wholly in Yangling modern agricultural demonstration zone, and meanwhile give some suggestions for all of these work, and finally this research will promote farmers'income, agriculture efficiency and rural area development actively in the arid and semi-arid region.This article can divide in to five parts. Chapter 1 is the introduction, mainly describes the background, purpose and the meaning of this paper. The research dynamic, research methods and the technical route lead to the deep research of the topic. Chapter 2 is the theoretical basis of the construction of the AS system. It mainly discusses the definitions of the standardization and AS, the characters and differences between them, the forming condition of AS production, the construction and content of AS, the establishment and operation of AS, and the AS system demonstration. The third chapter is analyzing the present situation of the AS construction of Yangling demonstration zone. Paper discuss the basis of Yangling agriculture industry and the working basis of AS in Yangling, according the typical case analysis of the standardized process of the cattle and sheep embryo transplantation for breeding, finally gets the experiences and exploration result of the AS work, and in the last analyses the factors which constrict the AS development of the Yangling agriculture demonstration zone. Chapter 4 is the construction of the AS system in Yangling demonstration zone. The paper, firstly begins the description following the framework of the construction thinking, principle and the purpose, and then is the complex construction process of the AS system. It discusses this content with several relationships as follow. They are AS technology innovation system, the examination of public management service system, the standardized training system and demonstration network system, the agricultural products'quality tracing system, the quality and safety of agricultural products detection test system, agriculture and agricultural certification system and standardized monitoring and warning system. Chapter 5 is a series safeguard measures of the operation of AS system in Yangling demonstration garden.
