The food crisis leave a very profoundly impression in our minds in 2008.The crisis has once again sounded the alarm, did not neglect national food security, we must raise the concern of the agricultural sector. Agriculture is the foundation of the economy. It is the most basic guarantee that the mankind exists and develops. Because of the significance of agriculture, every government take some reasonable measures to protect their agriculture.For China. there are 9000 millions people whose income from agriculture and some related industry in rural areas.40% of raw materials in industry from agriculture,43.2% of merchandise sold in rural areas, so agriculture is a basic industry for the development of economy and the stabilization of society in China. China should be more reasonable to protect its agriculture. Agricultural subsidy is one of the most important and the most common policy tool for protecting agriculture. How to learn from the successful experience of foreign countries, strengthen our country in WTO "agricultural agreements" has to be a very realistic significance.Based on above-mentioned aim, this paper is well researched on China and foreign countries'agricultural subsidy policy. First, it simply presents the concept, expounding the related rules of WTO concerning agricultural subsidies, Secondly, it makes a deep analysis of historical changes, current situation and existing problems of U.S.A EU Japan and China's agricultural subsidy policy; Through the comparison of the focus problems of the agricultural subsidy under the Agriculture Rules, and the actual condition in our country, the room for improvement in agricultural subsidy is explored, so as to make a better use of the policies about agricultural subsidy under the Agriculture Rules and amend the agricultural subsidy system in our country.
